Try to "verify integrity of application files" (https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335).
I had a similar problem with a different resource pack, and that solved it for me.

That didn't work. it said 132 files failed verification but that's because the Future Steam Punk Collection pack drops all the files in the dlc folder instead of an actual folder called Future Steam Punk Collection

This pack still won't download.

Steam can get stupid sometimes. If you do a search on "Steam DLC failed to download" you should find a bunch of solutions. The users will probably be talking about game DLC but it doesn't matter, the solutions are the same because Steam is the problem.

There's 3 reviews for this on Steam, all stating it won't download.

Edit: I should note, I uninstalled another dlc to test, and it re-installed it just fine.
Edit2: though this has happened before, albeit it was the second Heroine pack not containing the full sized portraits. I guess It is possible they didn't finish uploading the resource to Steam yet, but Idk how that works.

Sorry, I forgot that this one is new. There has been known issues with one DLC locking up while others do fine, so Steam still might be the problem. If there's a problem with the files I'm sure @Archeia will see the reviews and check into it soon, that or someone else from Degica.

if it is the steam problem that caused download stops, then clearing the steam download cache usually helps.
if it is because the upload of the dlc to steam is incomplete or damaged, then you'll have to wait until Degica sorts this out (usually within one or two days)

Just to be clear: the steam version contains the same as the rmw shop version? If not, what's the RMW bonus material? my reading comprehension is failing me today

I would have to check the uploads to see if they are any different, but I can't check the Steam upload, as it does appear broken, so that will have to wait until the JP team gets on tonight. Sorry for the delays. We're still working through a few changes in regards to process, so hopefully things like this will happen less in the future.

@Touchfuzzy no worries man, thanks for looking into this. So long as you find out in the next few days I can grab the steam version (hopefully that includes everything, it's lots easier to manage all the dlc assets, imo) with the discount.

There was a mistake in the way it was setup, the Steam and Non-Steam version are identical in content. Also, we have fixed the Steam DLC download issue.

Thanks for the update @Touchfuzzy, I'm thrilled with the new heroines (I actually LOVE the chibi style of the RTP characters, so I buy damn near everything with character sprites in them. Always room for another npc )

The thing is that I actually love the Harmonic Music Pack, so I had to pick this one up as soon as I saw it on sale. So, thanks!
