Flashing tiles or parallax only (RMMV)

Hello!
I would like to know If there is a way to make the "Flashing" system works only for the tiles, and only for the parallax.
That's because want to make a lightning flash, like the final boss com Zelda: Ocarina Of Time, but I wanted that the sky (parallax) flashes White and the Tiles (Character, event, tiles) flashes Black.
I'm pretty sure there is no way to do this in the normal editor, so If someone knows a plugin let me know pls!

(I don't know exatly If I posted at the correct thread, this is my first post)

I'm a little confused about what kind of effect you're looking for. Maybe someone here can understand your post better, but I recommend showing us a video of the effect you're trying to replicate from Zelda OoT so we can tell you how to do that kind of thing. :)

(Wow! It's been a long time, isn't it? I had forgotten my password)

Well, my game is finished even tho I still want that flash, so to help I edited a picture of a map because it's easier to understand than with Oot.

As you can see, the left picture it's the normal map and the right picture it's the effect I would like to reproduce, with the parallax flashing white and the tileset/events flashing another color separately

I hope you understand even after like 5 months since I posted this.

I don't see why this needs a plugin. Create a second tileset that's just your normal one with a black overlay in whatever art program (Krita, GIMP, Photoshop, etc . Then when you want the effect, use a change tileset command to switch to the one with the dark images, and a change parallax to switch to a white parallax. Then after a short wait time, do the same to switch it back.

But is this possible to do in Battles? Because this effect need to appear during the Map and in a Battle, and the tileset has a fade-out transition? because the effect I want to create is the same as the Flashing option.

On the map you can just run the flash command in between the switch. It all happens so fast (I used 5 frames) that it looks like one effect.

As for battles (I now feel unclean having even looked at RM's default battle system :barf:), http://himeworks.com/2015/11/change-battleback/ will allow you to run a change battleback command during combat. So you can basically do the same trick.

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
