Game pad on screen

I'm thinking about iOS and Android games, there's a lot of plugin like pixel movement, and others who can give problems ina mobile games, for example pixel movement dont work on mobile becaouse

you dont have the game pad, so you cant move player in diagonal or by pixel.

Is possible make a semi/trasparent game pad, with diagonal input too?
