I'm not sure I'd ever use this to make money on a project with. There is a small market for retro made games that are willing to buy, but with so many free games available that utilize retro resources, I'd be hard-pressed trying to do something commercial with such a set, assuming I'd ever do anything commercial to begin with.
However, the only real retro set available, aside from using a shoddy NES palette swap in Photoshop, is to use ripped graphics (like DQ or FF in the NES style). One, that's not really an option for me, since it's taboo to discuss and use such material, and second, most of these "rips" are made for RM2K and 2K3 and not available for the recent makers.
So in the end, having somebody make legal "retro style" resources is the only viable option. I would gladly pay for these services just to make more retro styled games, which I'm very fond of, even if I only plan to release freeware games. While I can certainly understand the notion that people are taking a step back, think of it as a service that caters more to a hobbyists love for nostalgia than anything else, and that will probably attract a certain crowd. Higher res graphics aren't going anywhere, and people dedicated to making these resources will be around for quite some time.
That said, the artist behind these resources (OceansDream) seems to be fond of retro material and knows how to handle them very well. Check out her Paradise Blue if you ever get a chance, and if I'm not mistaken some of those resources were made by her, so she is rather talented in this field. Her style is reminiscent of a cross between GBA and SNES, and I think provides the perfect balance for something that is retro without it looking too nostalgic.

This is a sort of request, if at all possible. But I'm assuming all resources (including sprites) will be made from scratch. Is there a possibility of making these sprites look a bit taller than the normal chibi 1-tile look? Perhaps making them 1 and 1/2 tiles high? Personally, I think that would be the best balance, since the 2-tile high XP sprites were a bit too tall.
Anyways, I wasn't sure if that was part of the discussion or not, or if it's an easy request to consider.

Personally, I wouldn't mind seeing that one if it's packaged with the others, for somebody who wants to make a sort of Final Fantasy Legends type of game. But I agree, my preference is on the other styles.
