I've actually tried making NES and Gameboy graphics based off of the RTP by using filters. While I did succeed in making crappy graphics, I didn't succeed in making anything that looks convincingly retro. Turns out there's a lot more effort to it, especially for people like me who have no inclination toward spriting or hand-painting color palettes.Probably not. If someone wants to have extremely crappy graphics in his game, he can simply apply a few filters in a photo editing program.
