@gameusguyus, We are using your system as a repository for journal entries and not really quests. The entries vary in height between 200 and 1500 (or more) pixels. Selecting a long entry displays the arrow to scroll down (and allows you to scroll of course). The problem comes when you switch between a long entry and a short entry, the user is still able to scroll down when they shouldn't be.
There is a fix however. In the Window_QuestInfo.prototype.updateArrows and Window_QuestInfo.prototype.cursorDown functions, the conditional is checking for the this.questBitmap.height when it should be checking this.lineY.

I dont know if it is already known, but if you open the menu, and have only 1 quest, the info won't show up.
I figured out how to fix it:
In the plugin.js file, you have to change line 1009.
It should be: 'this.oldIndex = 0;
Change it to: 'this.oldIndex = -1;
The oldIndex and the new index starts at 0, so the questInfo window won't get updated. But if you change the value of oldIndex, so it will be different from the index the first time, it will automaticly update the questInfo when you open the menu.
