Help creating an armor effect?

I want to make an armor that provides the following effect:

While this armor provides no immediate benifits, whenever the equipped user's HP falls below 10%, that users Attack is boosted by 55% until the end of the battle or if the user's HP is recovered past 10%.
How can I do this? (preferably without plugins)

Unfortunately, you're going to need a plugin for those conditions, otherwise, I'll be surprised if there is a way of doing that without it o;

Without plugins it would require complex troop events in every troop, so at minimum you should use a base troop event plugin.
within the troop event you'll need to constaantly check if
1) any actor is wearing that armor
2) if yes if the HP is low
and then add a stat to that actor.

much better would be to use a plugin for conditional passive states, but I don't know which of the passive state plugins allow conditions in that form.

@Andar @msazako Then what plugins would I need? PS My battle system doesn't use troops and troop events (I am using tomoaky's SRPG plugin).

In that case you'll have to have a plugin compatible with that battlesystem.
give us links to it and a screenshot of your plugin manager to check your plugins.

there is a good chance that you might have to request a new plugin if that battlesystem changes too much

Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
