Help finding the right ATB

This is my last attempt to find a specific kind of Active Time Battle script for VX Ace. I've looked all across the internet and haven't come across anything that fits what I'm looking for.
The ATB's I've used in my project all functioned the same way, which is an ATB bar fills up and when it is full you can attack, and the enemy can attack you before the bar is full but they can only attack while the bar is filling. I'm wondering if a script exists or if it's even possible to make one where the enemy can attack while you're in Fight, Skills, Item etc. menu, so if you don't select anything and just sit there the enemy will kill you and the faster you blaze through menus the better the speed advantage you will have. This type gameplay is perfect for the themes in my project and it would be much appreciated if someone could tell me if I'm looking for the wrong kind of script or if this sort of thing even exists.

What you want is a fully active ATB, right? Some ATBs have this configuration, like MOG's and Victor's.
If you are using Victor's, go to line 190 and change :full_wait to :active
If you are using MOG's, change ATB_TYPE = 1 to ATB_TYPE = 2 in line 112

Just beat the last of us 2 last night and starting jedi: fallen order right now, both use unreal engine & when I say i knew 80% of jedi's buttons right away because they were the same buttons as TLOU2 its ridiculous, even the same narrow hallway crawl and barely-made-it jump they do. Unreal Engine is just big budget RPG Maker the way they make games nearly identical at its core lol.
Can someone recommend some fun story-heavy RPGs to me? Coming up with good gameplay is a nightmare! I was thinking of making some gameplay platforming-based, but that doesn't work well in RPG form*. I also was thinking of removing battles, but that would be too much like OneShot. I don't even know how to make good puzzles!
one bad plugin combo later and one of my followers is moonwalking off the screen on his own... I didn't even more yet on the new map lol.
