I've sorta run into an issue with making tiles for counters. Basically, I can't make it to where your player character appears in front of the counter while the "shopkeeper" event appears behind the tile. I can only seem to have the tile appear over both, or have both events appear over the tile.

Left is with the upper counter tile marked as "star", right is with them both being marked as passable. Both have unpassable events to keep the player from walking through the counter.

Anyone have any experience with making stuff like this work?

When your shopkeeper stands still, it would be the easiest way to crop his sprite with an image software.

I figured i'd do that if all else fails, i was just wondering if anyone had a solution since i'm sure many many others have run into this as well

That has nothing to do with the counter tiles but with the star.
Your problem is based on the fact that you're using tall sprites for your actors.
The star setting always creates problems for those, because it was never intended to be used in the layer between sprites.

you can try some of the star passability fixes around, but your best bet is probably to modify the sprite as described above - and that can be done even if the shopkeeper is moving as long as it has only horizontal moves in one line behind that counter.
It's just more difficult to edit the side-walking sprite correctly.
