How can I get the whole image to appear as the title image? It's zoomed in...

It's 400x600, but I notice most of the default images are 816x624... tried to edit it in some software, but couldn't get that exact amount as it keeps automatically changing... and no matter what I got it to it looked the same while playtesting.

You could try changing the screen resolution with the Community_Basic plugin or with Yanfly's Core Engine, but I wouldn't necessarily recommend that.
That's weird though, you can change the image size in Paint to 816x624 (the default screen size) with a couple clicks, so you shouldn't have any problems with that

I managed to do that but the extra space is blank, is there any way to stretch the image?

As said above, you can use any image manipulation software to do this, from Microsoft Paint that comes with Windows to GIMP to Photoshop.

Every image editor allows you to resize an image. If you want it a specific size without any extra or less, you can simply uncheck the box on that screen that says "preserve aspect ratio" or the equivalent. This will, of course, warp the image which usually is undesirable, but you could also make it fit the minimum usable size and then crop it down (which might be referred to as cropping or resize canvas) to the exact dimensions you want.

This is very basic image editing that is better helped by looking up some tutorials for whatever software you're using.

then you used the wrong function for resizing.

in photoshop for example you have the two functions called "image size" and "canvas size".
changing the canvas size would do what you describe - changing the picture by adding empty space.
changing the image size would recalculate the image to the new size with the mathematical formula selected - THAT is what you want.

You probably have both functions in your image program (most do) but selected the wrong one. I just can't tell you how they are named in your image program.

I don't understand why you don't just look up a tutorial for the program you're using, as I said in my previous post, instead of having this thread on an RPG Maker site for two days.

It takes seconds to type into Google "GIMP resize image" and you get a guide with pictures on what to click...the official GIMP documentation...at least four YouTube tutorials...isn't that just easier to do instead of having a thread going for days and your problem isn't solved?

As I said in my previous post, if numbers are changing automatically, "there is an option enabled to preserve the aspect ratio that you must disable." In GIMP, this is the little symbol of a chain link between the Width and Height boxes. If you click on that to break the chain, you can independently set the numbers to anything in the world you want.

The same is true for the canvas size.
