A doubt about something you had told me, does this work within the battle?
How did you make those lines? Have you read my comment?

The only time this didn't work for anyone was when the person wrote the lines into the script line instead of selecting the options in the game data line.

that said, give a screenshot of what you have done and we can tell you where you went wrong. But "does not work" never helps in bughunting, more details are always needed.
Here you tell me something similar to that you need more details to be in battle, more or less I understand that.
It may be the failure of this that something is missing to be activated in battle, I mean.
then what happens or not happens? how did you try to start the event?
I assume by skill, so what does the skill do?

we can't help if you don't give details that let's us see where you made a mistake, so we need more screenshots and more descriptions of what happens.
It does not work, I do not want it to start using an ability, I want it to start automatically when I have to have 15% health.
By the way, the state multiplies all the statistics by 1.72 (Because that is its increase), and should change its image (That is done with the battle system that I have)

in that case you cannot use common events or map events, but need to use troop events.

And you don't need those control variables at all, because the default troop conditions already include "actor health below x%".
However, you need to add the troop event to every troop and need one event for every actor that needs it.

(or you can use a plugin for base troop events and then place the code into the base troop)

It seems to me that you are wrong, in the conditionals there is no possibility of "damage less than 15%" and the character commands do not show any of that.

all this time we were talking about HP less than 15% - and that option exists. Now you're talking about damage less than 15%?

Thank you very much for the help, although it was a bit obvious from the beginning and I asked for variables, as you can tell I'm new to rpg maker, anyway thanks for wasting your time in helping me xd

Just beat the last of us 2 last night and starting jedi: fallen order right now, both use unreal engine & when I say i knew 80% of jedi's buttons right away because they were the same buttons as TLOU2 its ridiculous, even the same narrow hallway crawl and barely-made-it jump they do. Unreal Engine is just big budget RPG Maker the way they make games nearly identical at its core lol.
