How do I get an item to use itself on Party Defeat?

I have been trying to create an item like the Plume of Dusk from Persona 3. The idea is that the item is a safety net for less experienced players. Once the party is defeated, there is a choice to use the item, which revives all party members with full HP and MP.

It looks like the kind of thing that should be handled using a common event, but I don't know how lay it out.

SumRmdmDde has a couple plugins that exactly this. They are the Retry Upgrade and Retry Cost. I do believe they need the Game Over Core plugin as well to function. Anyhow, with these plugins, when you get a game over screen after battle, you are prompted with whether your want to quit to title screen or retry the battle. You can also make the retry option cost exp, gold, items or a combination of any of them. Therefore, if you do not have a Plume of Dusk in your inventory, you are unable to retry the battle.
Now this starts the battle over however and not from where the party left off.
