How do I make a platformer style level?

Hey guys - new to the forums.

How would I go about making a platformer game like LISA? - I'm comfortable with battles, messages, sfx & sprites etc.

The main part I am struggling with is getting the playable character to walk against blank 'A' tiles.

As below you can see I've been looking at this tutorial, I can't understand how the player is walking on top of blank tiles - as you can see the parallax background?

Edit: Also I am using VX Ace.

You place a blank tile on top of the parallax marked with O passability where you want the sprite to walk.

Designing patches that can 'augmented' to clothing based armor. Such good fun. A bit time consuming due to the need to create image displays, but the patches are limited so it's not too tiring.
