How do I show a battle animation over an NPC?

I'm making a mini "fight scene", but I'm unsure of how to show battle animations over the NPC's. The only options I see are for entire party, or for the player characters.

Assuming you mean events on the map.

Event Commands => 2nd Tab => Second Group "Character" => 4th Option

This works. The command is "Show Animation." be sure to select the right event.

The Battle commands are for when you're in battle. When you're not in battle, they can't be used. The correct command to show an animation over an event is as Rinobi pointed out. Make sure your animation is not set to 'screen', or the animation will be centered on the screen and not the event.
