How do you make PyramidiExteriorj? (The sample map)

Whenever I try to recreate it, the steps of the pyramid combine with each other into one layer. Is it possible to have layers stacked like in the sample map? Or did the developers use their dev tools to cheat the system?


I'd like to have a grey pyramid. Will this require a script, event, or manually drawing a picture?
