what exactly do you want to achieve? able to turn it ON or OFF? so the
player can decide for using lights or not?

if so, there is no option possible, but it can be added (global or local).
to do that, you need to make a condition branch whereever the light source
is used, when ON, do stuff, otherwise, it does nothing.

but in the normal way, it's not possible, specially if it uses notetags in the events.
you can try to make the option available, but it would be hard otherwise.

I checked the code for Community Lighting and found a config setting for toggling lighting on/off. Looks like the symbol is cLighting.

Try this in the parameters for YEP Options Core:
  1. Make a copy a normal on/off option, e.g. alwaysDash.
  2. Change the Symbol to cLighting.
  3. Change the Name and Help Description to whatever you like.
Then save your project to apply Plugin Manager changes and test~
