How to make an attack that can NEVER miss

So I have a tutorial, and I'm trying to make the enemy, when attacking, never miss. I tried making a parameter with hit rate +100%, but that didn't work. It still very occasionally hits.

(Also for some reason there are two of these in the troop command? Not sure why I set up two, but it only does one)
Does this mean it relies on the attack command more than the parameters? I can make a specific skill that the enemy uses but I'd like for it to just be the attack command if possible. Any more tweaks to the monster I can make that will fix this?

Give them a separate attack skill that's "certain hit".

Yeah, I figured there might be a way to avoid using a different attack skill but guess not. Oh well, thank you!

The standard attack skill will always factor in the evasion rate of the target, so even if the attacker has a 100% hit rate you can't guarantee that they won't occasionally evade it.

I think @TheoAllen made a plugin at one time which allows you to set notetags in skills to make them never miss. Even physical or magical skills.

However, I cannot find it right now. If he reads this, maybe he can direct you to it.
I think it was initially made for MZ, but I use it in MV and it works all the same.

if it works, there is 1 thing missing, but easier to impliment.
if switch X is ON, it can be always hit, otherwise, it would be default :)

but I didn't test it, neither do I know the terms of use, if it can be used
without a copy of MZ :) but if it works, why not :)

just beat ff7 original for the first time since 2010. having played remake last year, I have a much better appreciation for the original oddly enough. I still like some of the character presentation in remake more, but the original's got a lot going for it.
