How to make preemptive strike in overworld ?

I'm talking about like the trails/atelier games where you have an attack button. My character can make an attack animation on the world. When you attack an enemy first, you will move first on the battle.

I'm not sure how i can make this in rpg maker. all i know is random encounter, and the chase enemy behavior. can anyone help ? thx

Are you correctly asking for RPG Maker MZ? You posted in that forum, but your profile says you use 2003.

If you do mean MZ, you can do this with VisuStella's Encounter Effects. That provides a plugin command you can put in the event to force the battle to be an advantage.

cool. this is what i'm looking for. but maybe i could make an attack animation for the player. when the player press attack, the enemy that falls within a 1 block range enters the battle ? i'm thinking on using eventing (?)

or maybe things like that isn't possible in rpm ?
(like i play trails, the movement there is more free, unlike rpgm with per-tiles movement)
