How To Open Debug Mode With F11 While Event Proceeds?

Also in my game pause menu cannot be accessed and the game itself cannot be paused at all since it's inspired by Five Nights At Freddy's. Basically I want to know how to make menu screens pop-out during events with keyboard.

I am not sure I understood what you meant, but if you want to access the menu using events you can use this in a script call:

SceneManager.call(Scene_Menu)

No, I want to know how to access debug mode at any point while an event is processing by pressing F11.

F11 is hot wired to open your script editor, so it unlikely that you will be able to change it to do something else. Are you using a debug script? Why must it be F11?

I just want to know how to open debug mode while an in-game text box or other event of this kind is displaying.

@Rudostan This is still a little confusing.
In your opening post you speak about Menus popping out in a way that implied that you wanted this for the benefit of the player.
Now you are speaking about debug mode, which presumably is for your use during development, while playtesting.

If debug mode is for the benefit of the player, it can't be done.
If it is for your benefit, then this will need a script.

Can you please confirm which of those 2 options you want, because if it needs a script, this thread will have to be moved.

Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
