How to recreate this effect for the in game screen?

A long time ago I played a game called Dragon warrior monsters.  I liked the "warping" effect that warped the whole screen.  Though I'd like to be able to create my own variations of this.


What I want to know is how to make something like this? Was it made with a video of some sort? Was there something altered to make the screen appear that way?


If it requires a unique plugin just provide me with what exactly needs to be altered, I don't mind learning how to recreate something like this.

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
Do you Find Tilesetting or Looking for Tilesets/Plugins more fun? Personally I like making my tileset for my Game (Cretaceous Park TM) xD
