Well, latex is supposed to be somewhat shiny and plasticky-looking.

Maybe try only using 2 colors- the base color and the shiny color- because latex doesn't usually have very many intermediate colors between the shiny part and the not shiny part, nor does it make quite so dramatic shadows.

Place the highlight away from the edges.

If by latex you mean like that wet-shiny patent leather look, I recommend "rounding" the highlights to give it a softer texture. On top of the regular shine (which should be reflective, so mirroring any colors that would be hitting it), make some bright comet-shaped highlights to make it look curvy and smooth. That way it will look too fluid to be metal. Also, it shouldn't have too much in the way of shadows. Just a little.

Regular latex like rubber doesn't actually have that much shine.

If you want to look up reference materials without stumbling onto potentially NSFW stuff (cuz latex clothing is a.. thing with some folks), search for patent leather clothing on google, because it has a very similar kind of shine, just thicker. Latex is thin and body-forming so it wouldn't be quite so mirror-like.

It looks to me like you need to keep your shadows soft, large, and not very contrasted and your highlights small, extremely bright with hard edges, lots of contrast and right next to shadows.  It looks like reflected light is going to be a big deal too.  The pink jacket's a good example of reflected light, you see how it, even though it's in shadow, it actually gets a little brighter right next to her neck and the pink of the coat is a lot closer to the skin color.  What's happening is the light is bouncing off the skin and reflecting onto the coat.

I think you should tone down the hue shifting, just for the shadows and make them a little less saturated.  Also, pick a shade that's closer to the base color, you've gone too many steps away with that dark blue.  That first attempt had some nice detailing that I think you should try to do with less contrast and no highlight.  Also think a little about how the outfit is constructed.  Where are the seams?  Remember that the edges will be slightly bulkier because of the hem. Stuff like that.  Your highlights are too big still, make them much more thin.  You're also being lazy with the light source, I know you can do better with that.  Right now the legs look flat and like they each have a different light source because you're focusing too much on what it looks like and not placing it well.  Those legs are in completely different positions, they should not have the same balance of shadow and light.

I see totally your point I do got lazy on the highlight I was more trying to figure out a little how it's could work and I have to admit yes this a complex one

and I do also think the saturation of the blue is kinda not good ....

I will try to redo a another example following your advise c:

Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
Do you Find Tilesetting or Looking for Tilesets/Plugins more fun? Personally I like making my tileset for my Game (Cretaceous Park TM) xD
