How to tint over a picture?

I'm using some pictures to make a scene, however the "Tint Screen" won't affect the pictures. Is there any way that it can tint them without the need to tint the pictures themselves in a Editing Program? I found a topic in another forum where an user says about an issue they are having with a "Tint Picture Script", but I couldn't find it since there were no link provided on the topic.

Ps.: I am not trying to make the screen go black, but to just adjust it to a certain hue.

It's on the second tab of event commands
Tint picture under rotate picture

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
