How Would DLC In-Game Work?

Please note: I am NOT referring to making a pay-to-win style of game or other such things. I despise games like that.

The question is relatively simple: How exactly would I make it so the player could purchase additional content for a game? I'm assuming the purchasing option would need to be included in the base game if I ever imported them to Android or IPhone like a regular app, but would it handle like normal DLC from Steam? If you're wondering what sort of things would be purchasable, I'd likely just make cosmetics for the characters or other such things.

RMMV
I would think you would need a custom plugin or plugins to accomplish this.

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
Do you Find Tilesetting or Looking for Tilesets/Plugins more fun? Personally I like making my tileset for my Game (Cretaceous Park TM) xD
