Well, it used to be a long long time ago in an RPG Maker far away... You could change the engine to say "no damage!" instead of "miss" via the database. But, those were the days of RPG Maker 2000. I'm not even sure there's an option to change that in this maker.
Whenever you can't hit an enemy, always look at your damage formulas and your defense stats. That's usually the best place to start troubleshooting as the game is less than helpful when it tells you "Miss!" or what-have-you in combat. After you've troubleshooted that, then you move on to hit rate and evade rate as those are your next suspects.
