For the elements, it's how vulnerable the enemy is to such damage. For the states, it's how likely they are to suffer them.

RPG Maker includes context-sensitive help, you can access it by pressing F1 or clicking ?. It will tell you what exactly each letter means.

Hello everyone! I have already solved it. Apparently, if the "D" is selected, there will be reduced damage if attacked with the selected attribute, "C" would be normal damage, or without alterations, "B" will do slightly larger damage than normal, "A" will cause a lot more damage than usual, "E" will cause the attribute attack to have no effect and "F" will allow the enemy to recover health by being hit by the attack of the selected attribute.
