I need help creating an item for a tutorial

The tutorial here has me creating an item called Stealth Boots which have the effect of "No Encounters." The only thing is I can't figure out how to make an item with this ability. Can anyone help me figure it out?

You need to make a state with the Party Ability of Encounter None, and then make the item inflict that state on whoever equips the item. I think that should do it.

New question. How do I make said party ability? That tutorial is basically tutorial 4 as linked from the VX ACE tutorials here.

No need for a State if this is a piece of armour.

For the slot where you are creating the boots, go to the 'Features' box, top right, click on an empty line. Select the tab called 'Other'
Select 'Party Ability' and choose 'Encounter None' from the drop down list.
