Depends what you mean by an "animated cutscene." Later Makers support showing video clips, so you could make an animation in another program and import it--XP does not have that feature. Someone, somewhere, sometime may have written a script that would allow you to do something similar, but if you're new to the engine I wouldn't go searching for it until you're a little more comfortable!
But you can definitely make in-engine cutscenes, using Events. Have you played around with Events much yet? They control pretty much everything that happens in the game--every NPC you talk to, every treasure chest you open, etc. Events are structured from Event Commands, and there are lots of Event Commands that work for making cutscenes--most of the commands in Tab 2 are well-suited to making cutscenes. Set Move Route, Scroll Map, Show Animation, etc.
I can give more specific advice if you tell me what you want to achieve with your cutscene, but my first suggestion is to noodle around with events and see how far you can get!
