I'd like to create my own tilesets and sprites e.c.t. for my games but I lack technique and skill in pixel art, I've tried and I'm never happy with my results usually because they are mostly block colour (I struggle with shading) and are not well animated or proportioned.

    Any advice?

Show samples of work? I think it'd be easier to give you advice that way :)

Well the last one actually looks pretty good. It has a nice chibi look to it. Usually how I shade is by making an overlay layer at 50% opacity. The second one looks like the main character from Undertale XD. My best advice to give you as far as proportions would be to draw it first, then transform it into pixels based on your drawing.

Thank you, drawing it out first will certainly make it easier and I never thought about 50% opacity, thanks again.

Yes, I too, am pleased with how the last one looks but I had more room to draw it, sprites usually have to be a certain size so it's difficult to squash all of that detail and proportion in.

Oh it does look like Frisk haha XD

You're stuff isn't bad at all.  What kind of look are you wanting to achieve instead?  It's always good to use references when working on art, the more the better.

Well, there are a few examples of styles I'd like to achieve.

I'm fond of tilesets from games such as Fleshchild, The Crooked Man and Yume Nikki, to name a few.

Do you have any examples of your tiling or examples of what kind of sprites you want to make? Making sprites and making tiles is different, it'd be almost impossible to help you workshop your sprites using the tiles you like as an example of what you're aiming for.

I'd like to make mostly chibi-like sprites rather than the more proportioned ones.

Here are some examples of what I mean:

All of the sprites you've pointed out have very narrow limbs and the torsos are a little longer than what you've done.  Try altering it like that, see if it looks more like you're wanting it.  Also, try a warmer peach color for the skin tone, it'll help them look less washed out.
