Ideas for state that makes characters move every other turn. Battle event? Or plugin?

I'm looking to create a state that makes it so a character cannot act every other turn in battle. So far, I haven't had much luck via plugins. However, I'm fairly confident I could pull it off using battle events. However, that said, I don't want to have to apply the battle event to every single troop I ever create. Is there a way to create a battle event that acts as a global one, and doesn't need to be manually pasted onto every single troop?

Alternately, if anyone has any ideas of plugins I could do this with, that would be appreciate. I do have Yanfly's state core plugin, but AFAIK there's no way to use that for what I'm doing.

Using battle events isn't a lot of work, even if you somehow had 100+ troops, copy/pasting a common event on every one of them wouldn't take more than 15 minutes of clicking. (Besides, I believe there is a plugin that gets around that...)

Make a page that activates at the end of every turn that applies stun to the character if they aren't stunned, and removes the stun if they are stunned.

Yanfly has a plugin (as you might have guessed) which enables you to put something in Troop 1 which will then run in every single troop. Moments to set up. I use the Ace version a lot for a range of things which I want to happen, given specific conditions. It's one of a dev's best friends.

Or, you could use the default plugin Numb State, which causes a 'cannot move' state where you can set the percentage chance of it immobilizing a character (can work like Paralysis from Pokemon, 1/2 chance). If you don't have it yourself, here it is:
