Idle Animation Overworld Sprite

Hi all, I've been wondering how to do this and can't quite find a post that describes what I want.

How would one go about making an animation play on a tile? (My idea is a sleeping cat with an animation to make it look like it's breathing)
And then how would one possibly go about making it so an animation will start on the player sprite if the player idles for long enough? (ie. the player sprite is the cat and when the cat stands there for long enough it will go to sleep)

You can make a normal sprite sheet with a cat, only instead of walking it will be the breathing, set up a new event with the cat sprite and turn on "Stepping" in event options so it will be animated.

And then how would one possibly go about making it so an animation will start on the player sprite if the player idles for long enough? (ie. the player sprite is the cat and when the cat stands there for long enough it will go to sleep)
For the player, there are plugins like Ateilier RGSS's Character Poses plugin or GALV's Character Animation
For the cat though, if you are doing the NPC route, perhaps you can use the timer?
My way is probably very clunky but if it works it works lol

Make an auto event, turn on the timer for let's say 20 seconds, then turn on the self switch and add a second event page that activates when the self switch is on, but make it empty so it doesn't run anymore.
Then make a second event, this one will be paraellel instead of auto, and make a conditional branch that triggers when the timer is 0 the timer stops and then it turns on a switch.
For the cat NPC, make a second event page that is triggered by that same switch you used before for the parallel event and change the sprite to the sleeping cat one.
Now after the timer runs out your cat will be snoozing.

If you need me to take screencaps to visually show what I mean I can do that!

Just beat the last of us 2 last night and starting jedi: fallen order right now, both use unreal engine & when I say i knew 80% of jedi's buttons right away because they were the same buttons as TLOU2 its ridiculous, even the same narrow hallway crawl and barely-made-it jump they do. Unreal Engine is just big budget RPG Maker the way they make games nearly identical at its core lol.
