Hello.

Is there any way I can make a move be able to increase the user's movement speed for a limited time (either a timer or # of steps)? I'm referring to the movement speed outside of battle, not AGI.

RMMV
You can use a Set Move Route to change the movement speed - just do one at the time you want the speed to increase, and another when you want it to decrease (use a timer or a parallel event that checks the number of steps). Default is 4, and it goes up to 5 if they're dashing. However, if they ARE able to dash while this speed increase is active, their dashing will be the regular dashing, and when they stop they'll go back to the old speed again.

Okay, but is there way I can make a skill be able to inflict a state that allows for this increase in movement speed?

This may be somewhat what you're looking for.

Simply what this skill does, is call a common event, and add a state.

That's the common event, that increase the speed from the usage of the skill

This is the state that the skill adds to the user:

And finally to remove it all after the 100 steps are up:

That's another common event, that only runs when the state is applied, being a parallel process, can potentially cause a frame rate drop.

Edit:

Furthermore events will use that speed for moving the party, if the state is active when the event is called.

Thank you for figuring it out for me. It was a bit of a conundrum. Turns out I'm not all that well-versed in common events as I think.

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
