Is it possible to implement a perk system using the event editor?

I'm looking for a way to implement passive perks or perk like mechanics into my project. Things like, lower health grants a damage buff, or inflicting a status effects gives temporary MP regeneration. Something will activate on it's own when the condition is met. Although categorized as a skill, it is passive and does need to be activated manually.
Is this possible without a plug in?

not likely without excessive conditionals running in and out of battle all the time.

added a Panic gauge to battle. it fills up according to your actions. each character has a different passive that activates once the gauge is full. also once full, a countdown starts and after each action taken, the gauges decreases. with each character, the decrease is different.

Prototyping some overworld abilities. Some of the characters you'll meet on your journey can use special overworld skills to travel around. This can be something like digging holes in the ground or getting hints towards your next objective.
