With correct coding, plugins and stubborness, you can have an elephant dance.
But probably, if you're asking, you're not aware of how RpgMaker work at all.
If you're about to decide if using RM for a game that heavily abuse of arcade minigames, I tell you it's easier to use another engine and then create the RPG features than doing the inverse in RpgMaker.
Most RPG or most arcade? That decreet the engine you should use.
If for some reason you pretend to use RpgMaker anyway, mind that you can do very very simple minigames thru eventing.
For more complex minigames you'll enter the realm of JavaScript coding, and you should already own an above than average coding skill for that.
