Basically i want to draw a picture on my pc, then import it into my game as 1 big map as a picture instead of tilesets.

Yes :3 ............and no.

You would have to use scripts. What you are trying to do is commonly refereed to as parallax mapping.

Still, depending on the size, you would have to use scripts....if the map in question is only 13x17....you could probably do it without a script. But towns, even small one are typically much bigger than that.
