Layer Mapping Trouble - (Galv)

Hey everyone! 


So I'm stuck on another issue, and nothing I've tried has worked so far, so I am in search of knowledge and assistance!


I'm using Galv's Layer Plugin to create a background for one of my areas. It's basically a cloud level where you can see the world below. The problem is that I can't get the background image layer to go beneath the tiles. There's an example below. 


The opacity of the background is 155, to show that the tiles only appear when the opacity is brought down. I'm using a map note to create this effect, here's my code:


LAYER 1 overworld 0 0 200 0 5 5 0


Any ideas what I've done wrong?
