Layered Tiles? Putting Tiles In Front Of Play

I know that certain blocks will go in front of the player if the player goes behind it (e.g Treetop blocks), I was wondering if it was possible to do this with other blocks? For example, if I place down a potted plant, I walk right over the top of it (shown below)

Is this possible? If I have to use a plugin I don't mind.

This is controlled by the Passage setting on the tileset.  If you set the passage to a star, that tile will appear in front of the player.  No plugin needed.
