With some luck from google translator I was able to translate the japanese. All the sites have terms of use wich indicates that using them in commercial games is approved but must be credited properly.

CORRECT ME IF I'M WRONG but for now, I'm trusting google.

It a bit off yeah, but from now I assume it's ok. Hopefully OK translates OK in every language, lol. Althou I have tried to reach the author also and have "secondary" material available if the commercial use is not prohibited.

Wow crazy stuff, I think the translator can suffice... I don't know if you can afford it, but even still it would probably be best to hire or find someone who can actually read it cleanly. Don't wanna run into trouble overseas!

Popodot doesn't say it's allowed (or not) for commercial use. It's no where really mentioned. Same with A Gust of Wind.

Cocodoco, Closet and makpri allow commercial use. Credit is required for all, but makpri asks you either comment or send them a mail when you use their materials (this rule seems to also be when you use their resources in non-commercial games).

Legally, you are also only allowed to use Closet's materials, if you own VX.

Thanks for verifying this! Of course giving Credits should be self-explanatory. Been trying to message Gust of Wind and Popodot authors with no luck :/

This is the real terms of use page.

Unless a work is tagged as Original, since he's editing/using First Seed Material, you must also abide with their Terms of Use (FSM's).

You are allowed to modify the work, but give credit and link to the site.

If you redistribute it without modification, you're not allowed to claim it as your own and might as well just link to the site.

You can't use it for Shareware (so I'm guessing no commercial work).

You can't use it for R-18.

You can't use it outside of RPG Maker.

Seems like he's asking that you post in the bulletin board+screenshot when using their work.

Since some materials are a modification of RPG Maker VX materials, they're for RPG Maker VX only.
If you want to use it on another maker, you need to own RPG Maker VX to use them.
There are original facesets, so you can use them on any RM or outside of RM.
 
S/he doesn't seem to be concerned about copyright, since it's a pain. As long as you follow the above and following:

You'd also want to confirm if you are asking about Inquisitor's tiles made for XP, or Tioluko's own reformat revsion for VX. If Inquisitor doesn't allow commercial use, that would apply to both XP and VX, but if he does allow commercial use, you'd then need to check with Tioluko for VX since some tiles in the VX revision aren't Inquisitor's.

Nice work but there seems to be a lot of tiles in there that aren't mine?
I see you've made some edits of the graphics, for the opening or doors and dim lanterns for example. I've noted that for some reason you'd added in a lot of extra colours, so obviously you didn't pixel them but they ework at any rate. The chests and cupboard door opening characterset alone has a whopping 1192 colours on it. 

Anyway, nice job!
