I've installed RPG Maker MV, and I own MADO, but there isn't an option to open it within RPG Maker like I've seen in every tutorial. Does anyone know what's going on?

Which Version of MV did you install?
The tools were added with a later Version, if your installer is too old you'll need to download the installed for 1.5.2

It was installed with Steam, so it's the latest update (as far as I know).

Not neccessarily - with steam you can select which Version to install, even ging back to 1.0
So check which Version it is in the program.

It says Version 1.5.2 in the program. I'm definitely doing something wrong, I'm just not certain what it is.

Then you should have a menu point to add tools, unless your copy of the program is broken.

That can happen if your steam download cache is damaged - in such cases steam can no longer update any program correctly.
Go to steam help and read how to clear the steam download cache.
Do that, then restart your Computer and then have steam check file integrity of MV again.

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
