I've checked this forum thoroughly and tried EVERYTHING I could to try and fix the issues but in my game maker

1.) Regardless of me starting a new game and tweaking with the database so that they should show up, the skills do not show up in the character's menus. I have not altered the codes at all.

2.) The Menus do not show up in battle, which might be connected to the lack of skills in the first place.

Have you given the characters or their class the feature to use Magic or Special? If you haven't they will never show up at all.

If that doesn't help you, please post screenshots of your actor, their class, and one of the skills you think should be showing up.

I had found these before, I reset my script data and for some reason that fixed it??,

it's strange considering I'd never tampered with the code yet resetting it fixed the issue

What 'script data' are you referring to, and how did you 'reset' it?

Copying the Script data from a seperate project and replacing it like the RPG maker script file

You must have had some changes in your original script.  Maybe you started your game from a demo rather than a completely blank/new project?

Anyway, as long as it's working now and doesn't revert :)
