Something I've learned is when you're using events, you can make it look any way you want it to. So, in Photoshop or whatever program you use, pull the window graphic from the RTP folder then combine the sections.
Use the marquee tool and just move the sections. The top left, the top right and the bottom left. Then, once you have them the way a default window would look, put the three layers into a group, and use free transform to make them the appropriate size.
You can make the tint effect in Photoshop (using the paint bucket at fifty percent opacity) and as for the NPCs, this thread seems to have what you want. Just play around with it to fit your needs.
