I wonder if this is possible... I've seen a hack and slash game done before with 2k3, but how can I make a top down shooter with MV?

You'll need a plugin that provides that functionality - and a real shooter needs an even more complex script than an action-rpg.

You can check the forums for action-battle-scripts, where the player fights on the maps. Some ABS-scripts contain single-effect ranged attacks (shooting a single fireball), but that is more or less their limit.

The more "bullets" you want, the less effective the RM engine will be, requiring a lot more reprogramming to get there.

And even simple ABS-script/plugin will take months of development.

So the answer would be - theoretically yes, practically better look for a shooter maker, there are some available.

Well, the engine is not made for it, but it can be done, It has been done in XP ( http://rpgmaker.net/games/433/) and in my signature you can play a vertical shoorter done in ACE. Talk to the creator, he's a pretty nice guy and could give you some pointers. I guess it requires some commitment, but you can attempt to do it. Good luck!

Galv made a really cool top-down shooting game for Ace and so did another scripter. Danmaku is responsible for this one. I don't know who will write this for MV, or when, but I bet it will happen.

In theory this wouldn't be too hard to do, especially if you have a Pixel Movement script available.  Create a few dozen "bullet" events that can spawn when the player presses a certain button, and have a Parallel Process event (with a very small wait time) check for bullets colliding with the player or the enemies (just loop through with some very simple scripting to check the x and y location of each event).

I've used very similar setups to make shooter-type minigames in RPG Maker.  If you want to make JUST a very good top-down shooter, without a larger game like an RPG around it, use a different platform.

Just beat the last of us 2 last night and starting jedi: fallen order right now, both use unreal engine & when I say i knew 80% of jedi's buttons right away because they were the same buttons as TLOU2 its ridiculous, even the same narrow hallway crawl and barely-made-it jump they do. Unreal Engine is just big budget RPG Maker the way they make games nearly identical at its core lol.
