Description of the Feature:
The current options for rotating a picture are extremely limited. At best, we can tell a picture how far to rotate only through trial and error, setting a picture's rotation speed, having the engine wait a certain number of frames, then setting that speed back to 0.
I suggest the "Rotate Picture" event be rolled into the "Move Picture" event as one more movement option for moving a picture (see the mockup below). With this, we could determine how many degrees (either positive or negative) we would like the picture to rotate, how many frames it would take for the picture to rotate this many degrees, and we could do so while also adjusting other aspects of the picture as well.
Really, it just makes sense to have this as part of the "Move Picture" functionality instead of its own event.

Why is this feature good?
The "Rotate Picture" event is so limited that it's barely usable. It can only start a picture moving, but requires additional eventing later to actually make it stop. With the above suggestion, users will actually be able to determine exactly how far a picture rotates without needing to resort to trial and error. It also makes more sense to tie picture rotation into picture movement from a design standpoint.
Possible issues with this feature?
Implementing it could be difficult, depending upon how the engine handles the rotating of pictures.
