Is there any way to merge tilesets together without having to edit it via some image editor?
And if there isn't, how would I go about getting the Port Town tileset so I could merge it, as it isn't showing in any of my folders.

Use the Resource Manager to Export the Port Town tileset, and save it into the folder for your project.

To merge, you need to edit. Just open them both, count how many rows are in one and multiply that number by 32. Then go to the other and change the canvas to be that much longer (height, not width). Copy and paste, making sure to put it in the right spot so the pasted image starts at the right Y coordinate.
