movie play as title screen background

I've been looking over the site and have been looking for this and have found similar but not exactly what I am looking for. If I missed it I apologize. What I am trying to do is I had some art commissioned and made an animated video for a title screen where it starts with a base then a few things then I want the options to come on while the video loops in the background. I've seen how to animated an intro via eventing or as a cinematic intro before the title screen but not the video i made as I title screen. I tried attaching the video but it's too large of a file (it's 6.21MB )

Not sure if I am doing something wrong with the video plugin. I have the title right and the extension right but it's not playing.
