It's not a bad idea. You'd like to think anyone who has the RTP installed would have those files, but there are multiple versions of them (I've got RMXP projects that use RGSS102E.dll, RGSS103E.dll and RGSS104E.dll). The RTP probably only includes the latest and greatest. It's a pain to have to go that extra step though. But this is not the first time I've been caught out with this, and had to go hunting online for dll files.
I think the only solution to this problem is for you guys (Delgica) to provide the dll files for the users. well first of all you guys (Delgica) are the one who distributes, you should also have to provide all the dll files that it may be needed. My suggestion is just to provide some dll files here so user can have convenience in getting all the necessary dll file to run older and newer version of their projects. Well it just my suggestion to solve further problem. Unless if  contract or distribution license or whatever is called prevent you from doing that.

I am experiencing the exact same issue. I have 2 games. 1 freezes and goes into "Not Responding" status in Windows Task Manager as soon as I hit New Game at the very beginning. The other one does the same thing the moment I kill the first boss. I am running Windows 7 Ult 64 SP1. One game is a VX vanilla game, the other is an Ace game. I tried dumping a handfull of DLLs I found here:

into folders where I found DLLs within the games themselves. This doesn't seem to have any effect, though I haven't tried them all. I've tried multiple attempts at different compatibility mode settings. No dice. The only difference between myself and OP however is I've never used any RPG maker games before. I've included a DxDiag text file for my machine as well as Detail dumps from the crashes. Any assistance with this issue would be greatly appreciated.

Yes, like I said, I had never used RPG Maker or any games based off of it before this attempt. I downloaded the RTPs straight from the RPG Maker website. The developer for the VX vanilla game says he has an RTP already packaged in with the game itself, but I went ahead and downloaded the VX vanilla RTP from your site as his game was already having the aforementioned problems. Downloading the latest RTP made no difference. The VX Ace based game required me to download the RTP from your site before it would run, but it crashes very early on in the game. I tried downloading different DLLs, both older and newer, and pointing to them in the config file for the Library attribute and this doesn't even allow the games to start, so the games definitely have the right DLLs packaged with them.
