I had this issue once. I'm not sure this will help, as I have no idea what actually ever fixed the issue:
I made the program a trusted one by all my anti-virus software.
I moved my folders around so that it wouldn't try to auto-open my latest project and could get it to load to the "no project" state to see if that fixed the issue (it would load the program, but no project, so the issue was somewhere in loading the project itself, to my guesswork).
I could create a new project and save it, but trying to reload the project automatically always crashed the program at splash screen.
I installed the program from this website to see if it was a difference in "version". No dice, same issues.
I uninstalled from Steam and reinstalled. No dice.
2 Windows 10 updates later anad 1 Steam Update later of RPG Maker and... it worked.
My guess was it had something to do with the program itself being incompatible in some way and whatever had made it broken had been patched out by the update.
