A tutorial seems like a very fun idea to make. I am currently a little too busy to do something like that in the near future though. The short version is that it's mostly just drawing the character, cutting them up into pieces to animate in dragonbones. I then export them as sprite sheets. You would have to really familiarize yourself with the dragonbones software. I think that's probably the most complex part of the process.

Low can commission battlers for your game if you send him the generator sprites for reference, he does a great job too!

Base sprite as in like a blank naked version of these? I don't because I build them in dragonbones then export for sprite sheets. I have a lot more practicalit that way. I have been thinking about a good way to help others develop their own though but haven't figured out an easy way yet. If I do I will post it here.
