Need assistance with creating a cutscene

So the idea for the cutscene is to have the player following the dog at the same pace, the path they go, is between 2 maps. I am able to make the events run, but they only run at the same time, when i set one event to parrallel, but the issue with that, is when i reenter the map, the parrallel event restarts and continues running even with a self switch on it.

You have a few issues here. A cutscene should not have its commands distributed over multiple events - that just invites trouble. Also, you turn on the self switch AFTER you transfer, so it's that event number on a different map whose self switch you're changing.

A cutscene should have all movement commands in a single event, and it should have anything BUT a parallel process trigger.

Put the movement route of the dog first, but don't make it wait for completion. Put the movement route of the player next, and make it wait for completion. Turn on the self switch and then transfer to the next map. When you return, the event should not run again.

Just to clarify: A parallel event will stop executing when you change maps, meaning the self switch will not turn on even on any other maps. An autostart event would still continue executing after player transfer, but a parallel would not.
