Can't you just play it as part of the animation sequence of the skill that adds the state? Else, you can also just use a common event, which the skill will run, to add the state so that you can play the SE during that time too.
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
