Is it possible if I got a new computer I would be able to transfer the rpg maker over onto it using the same code I got rather than having to buy it again? Just wondering

You can do it, like, five times before they make you buy it again.  For example, I have to by XP again.  Not that I would.

Nope. You can just email support and they will reset the key.

The only reason there is a five time limit is because we want to keep track and make sure one key isn't being used 80 times.

I see well hopefully I will only be needing it the once, and if it ever does get so bad that 5 of them run their course I wouldn't mind paying again then.
